Right: This problem is caused by insufficient support from the government.
 
Example 1 is a sentence with “is” as its main verb. In order to turn the object, i.e. “one of the problems [...]“, into a noun phrase, the non-finite gerund form (“causing”) is used.

In example 2, the to-infinitive form (i.e. “to develop”) is needed for a verb that follows the object of “require”. So the structure becomes “require” + object + to-infinitive.
