In example 1, “citizen” refers to only one citizen as “citizen” is a countable noun. Given that Hong Kong has more than one citizen, the plural form should be used instead.
 
In example 2, “gas”, “ferry” and “vessel” are countable nouns. Use the plural form to indicate not only ONE particular “gas”, “ferry” or “vessel”.
